The aims of the Management Pubblico e della Sanità (Public and Healthcare Management) degree course are:
- to integrate different management skills (economic, legal, political, sociological, statistical skills)
- to understand the processes of Italian and European public administrations
- to understand the actual needs of organizations and citizens
- to develop task-oriented and project-oriented reasoning
- to recognize and overcome the typical traps of bureaucratic organizations
- to learn how to use the technological tools for administrative innovation and communication with users

Students graduating in MAPS are trained to work in public administration at national, regional, or local council level with intermediate-level positions.
MAPS graduates can also be employed by:
- Private businesses, in order to manage projects combining company objectives and public policies
- Consultancies, in order to carry out research and offer services based on interactions with public administration and the public health sector
- Professional bodies and trade associations, in order to monitor sectoral policies
- The Media, in order to improve communication to the public
- PR companies, in order to guarantee high technical and ethical standards in communication between private companies and Institutions
- Non-profit organisations, in order to do good and do it well

Per essere ammessi al corso di laurea in Management Pubblico e della Sanità occorre possedere un diploma di scuola secondaria superiore o altro titolo conseguito all'estero, riconosciuto idoneo, e un'adeguata preparazione iniziale. Per frequentare proficuamente il corso di laurea è, infatti, necessario avere acquisito conoscenze di base relative all'area linguistico-espressiva e alle capacità logiche e matematiche.
Al fine di garantire livelli formativi di qualità in rapporto alla disponibilità di risorse, ai sensi dell'art. 2 della legge 264/1999, il Corso di laurea sarà ad accesso programmato con un numero di studenti pari a 120, a cui va aggiunto il contingente riservato a studenti extra-comunitari con residenza all'estero.
Per accedere al corso è obbligatorio sostenere il TOLC-E, il Test Online organizzato dal CISIA (Consorzio Interuniversitario Sistemi Integrati per l'Accesso).
Saranno attivate due selezioni per l'ammissione al corso: la prima selezione (primaverile) si terrà per 60 posti, di cui 30 riservati a studenti lavoratori con diploma di maturità e in possesso di comprovata esperienza professionale in ambito coerente con i percorsi formativi del corso di laurea; la seconda selezione (estiva) per i restanti 60 posti, di cui 20 riservati a studenti lavoratori, e gli eventuali posti residui non coperti nella selezione primaverile.
Ai fini della formazione della graduatoria di merito, un peso pari al 75% verrà attribuito all'esito del test di accertamento della preparazione iniziale (TOLC-E, fruibile in modalità online dal portale del CISIA) e un peso pari al 25% alla media dei voti di profitto - relativi a: italiano, matematica, storia e lingua inglese - alla fine del quarto anno o del voto di maturità.
Le modalità di svolgimento del test saranno indicate nel bando di ammissione.
VERIFICA DELLE CONOSCENZE
Agli studenti ammessi che avranno ottenuto - relativamente all'area linguistico-espressiva comprensione verbale e/o alle capacità logiche e matematiche - risultati al di sotto del punteggio minimo indicato nel bando saranno assegnati obblighi formativi aggiuntivi da colmare entro il primo anno di corso, secondo le modalità specificate sul portale di Ateneo nell'area Studiare della Facoltà di Scienze politiche, economiche e sociali. Qualora lo studente non assolva a tali obblighi entro il predetto termine, il successivo anno accademico dovrà iscriversi come ripetente del primo anno di corso e non potrà sostenere gli esami degli anni successivi al primo. Per gli studenti lavoratori la verifica della preparazione iniziale, nonché l'eventuale esonero dall'assegnazione degli obblighi formativi aggiuntivi, saranno effettuati da un'apposita commissione di docenti nominata dal Collegio didattico, sulla base della valutazione dell'esperienza professionale, secondo le modalità specificate nel bando per l'ammissione al corso.
Per poter sostenere l'esame di English for Management previsto dal piano di studio è richiesta la conoscenza della lingua inglese di livello B1 del Quadro Comune Europeo di Riferimento per le lingue (QCER). Tale livello può essere attestato nei seguenti modi:
- tramite l'invio di una certificazione linguistica conseguita non oltre i 3 anni antecedenti la data di presentazione della stessa, di livello B1 o superiore (per la lista delle certificazioni linguistiche riconosciute dall'Ateneo si rimanda al sito: https://www.unimi.it/it/studiare/competenze-linguistiche/placement-test-test-di-ingresso-e-corsi-di-inglese). La certificazione deve essere caricata al momento dell'immatricolazione;
- tramite Placement test, erogato da SLAM esclusivamente durante il I anno, da ottobre a dicembre. In caso di non superamento del test, sarà necessario seguire i corsi erogati da SLAM.
Il Placement test è obbligatorio per tutti gli studenti che non sono in possesso di una certificazione valida.
Coloro che non sosterranno il Placement Test entro dicembre oppure non supereranno il test finale del corso entro 6 tentativi, dovranno conseguire una certificazione a pagamento entro l'annualità in cui è previsto l'esame di lingua.

The three-year degree course in Public Management and Healthcare offers the opportunity to carry out study periods at European universities, where students who join the Erasmus+ Programme will be able to undertake a learning experience with the recognition of the activity abroad as part of their academic career. As part of the Erasmus+ Programme, exchange agreements are in place with partner institutions in Spain (University of Oviedo, University of Salamanca, University Jaume I de Castellón, Valencia, University of La Coruña), France (Université Catholique, Lille), Germany (Fachhochschule für öffentliche Verwaltung Nordrhein - Westfalen), Portugal (University of Coimbra), Croatia (University of Zagreb, University of Rijeka), Poland (University of Katowice, University of Gdansk, University of Lodz). The courses offered by international partners cover the main subjects and disciplines of Public Management and Healthcare. The student's choice of exams to be taken abroad is made before departure together with the Erasmus+ Programme Coordinator. Credits earned abroad are officially recognized on returning to Italy and then included in the individual study plan.
La frequenza è fortemente consigliata. Il corso di laurea consente comunque l'iscrizione nella modalità 'a tempo parziale' che prevede il supporto a distanza da parte di un tutor.

Optional activities and study plan rules
3 - Students must choose 12 ECTS credits selecting courses of the other curriculum , or from other degree courses or in other faculties. This requires approval of the Teaching Board.
4 - Students must gain 3 ECTS credits for other educational activities through:
- ascertainment of advanced computer skills (certifier: prof. Gabriele Bottino, gabriele.bottino@unimi.it)
- ascertainment of advanced knowledge of English or other languages other than the student's mother tongue
- internship (certifier: prof. Gabriele Bottino, gabriele.bottino@unimi.it)
- report on job activity, to be agreed upon with prof. Gabriele Bottino, gabriele.bottino@unimi.it
- attendance of (also external) courses and seminars subject to the approval of prof. Gabriele Bottino, gabriele.bottino@unimi.it

- Public Law exam must be passed before sitting for Administrative Law.
- For students specialising in Public Management, the Public Law exam must be passed before sitting for European Union Law, Labour Law in Public Administration, Public Procurement Law.
- For students specialising in Health Management, the Public Law exam must be passed before sitting for Health Law.
- For students specialising in Public Management, the Private Law for Management exam must be passed before sitting for Labour Law in Public Administration and Public Procurement Law.
- For students specialising in Health Management, the Private Law for Management exam must be passed before sitting for Health Law.
- The Quantitative Methods and Statistics for the Social Sciences exam must be passed before sitting for Economics.
- The Economics exam must be passed before sitting for Public Finance and Public Politcy.
- The Political and Administrative Systems exam must be passed before sitting for Public Policy.
Students are encouraged to sit for the Sociologia dell'organizzazione exam before Ricerca sociale e sociologia delle professioni; and to sit for Diritto Privato before Diritto Amministrativo.
Any extra training credits must be obtained by the end of the first year, so as to be granted access to the second and third years of the Bacherlor's degree in Health and Public Management.
