Learning objectives
The teaching is inserted among the characterising subjects of the curriculum in labour counselling of the degree course in Labour and Management. Through the comparative method and the critical analysis of the Italian regulation in the field of public employment services and income support for the unemployed, the course pursues the goal of offering rich and comprehensive knowledge not only of the most important juridical institutions that govern the labour market, but also of their impact on the functioning of that market. The aim is namely to make the future labour consultants and human resource managers master the internal and European frame of the subject. Moreover, knowledge provided by the course is crucial for those who will work in the public and private bodies belonging to the system of public employment services, when they have to evaluate critically active and passive policies with which they are in charge.
Expected learning outcomes
At the end of the course the student will have solid knowledge of the Italian system of labour market governance and of the most important features of foreign models analysed during the teaching. In particular, the student will be able to illustrate and critically evaluate them, by making the appropriate connections: more precisely, the student will be able to compare different institutions, by singling out the strength and weakness points of each national experience, and to suggest good practices for the Italian legal order. Moreover, the student will master the technical juridical language, and will be able to use it appropriately. The student will also possess the tools which are necessary to keep updated the knowledge and skills acquired during the course.

ILO Conventions on PES and the European Employment Strategy
- Flexicurity
- European models of PES. PES and quasi-markets: Sweden, Denmark, Germany, United Kingdom, The Netherlands, France.
- The Australian model of regulating the labour market.
- PES evaluation in a comparative perspective. The American model.
- Temporary work in Europe and the EU directive 2008/104/EU
- The Italian regulation:
A) Historical evolution: from the State placement to PES; private employment agencies; the new rules of PES in the legislative decree n. 150/2015; active labour market policies (training, internship, employment incentives, public works); national programme "Guarantee of workers' employability" (GOL); personal pacts; voucher for the placement of the unemployed; conditionality
B) Temporary agency work
C) The placement of the disabled; the placement of non EU citizens
D) Benefit for the unemployed; basic income support (from citizenship income - RDC- to the new instruments to fight against poverty and social and employment exclusion - ADI and SFL).
E) Labour market rules: the right to privacy, prohibition of discrimination, access to work
Prerequisites for admission
Institutions of private, public and EU law is propaedeutic. Moreover, the knowledge of the most important categories of labour law is strongly recommended, in order to understand better the content of the teaching and to place the topic of PES and social security in the context.
Teaching methods
Lessons with PPT. Students are highly encouraged to actively participate in the lectures with interventions and reflections. Lectures are integrated with two mock examinations (mid-term and final) which are aimed to help them evaluate themselves, revise the programme, and prepare the final exam.

Assessment methods and Criteria
The exam is oral and consists of up to three questions to assess the knowledge of the Italian and foreign regulations. Another questions will aim at verifying the ability of the student to move autonomously in the discipline, by comparing and evaluating in a critical way the different experiences under investigation. The exam will also assess the ability of using in an appropriate way the technical juridical language. The final mark is expressed on a 30 base and will take into account the content of answers (60%), the ability to motivate adequately what has been said during the oral exams (20%), and the quality of the juridical language used (20%).
