The master's degree program in Administration and Public Policy aims to provide advanced preparation in public management and policy analysis, with a strongly interdisciplinary character, to train high and mid-level officials and specialists with:
- a realistic understanding of the logics of functioning-or malfunctioning-of local, national, and supranational public organizations
- the ability to manage human, financial, technological resources and regulatory constraints in complex organizational contexts
- full mastery of methods for the design, implementation and evaluation of policies and services
- a thorough understanding of the standards used in international comparisons

The teachings of the degree program ensure advanced knowledge and skills in the fields of economic-management, political-social, mathematical-statistical and legal disciplines, aimed at the organization and management of public administration, as well as, as mentioned above, the understanding of its operating mechanisms, in compliance with the criteria of effectiveness, efficiency and economy and within the framework of economic, social and environmental sustainability. The approach of the various teachings is characterized by the use of comparative perspective and the most up-to-date international literature.
Using the disciplinary approaches learned in the teachings of the degree program, graduates in Public Administration and Public Policy are able to design, manage and evaluate projects of considerable magnitude and complexity, both working within public administrations and working within organizations (businesses, consulting firms, associations and nonprofit entities) that contribute to the design and implementation of public policies and interventions.

The training course (see further section "Course Structure" below) includes a part of common teachings and three curricular insights.
A first in-depth (e.Government curriculum) is intended to train professionals capable of evaluating the products and results of administrations and pursuing effective expansion of e-government and digital administration.
A second in-depth study (Local Government curriculum) is intended to train professionals capable of designing, and analyzing and evaluating projects with strong territorial roots, integrating resources and constraints from different institutions, in the perspective of "multilevel governance."
A third in-depth study (Rule of law and organized crime curriculum) is intended to train professionals and practitioners capable of designing and analyzing programs and paths of legality and transparency in public administrations, in the presence of the risks of infiltration by criminal organizations and the illicit behavior of public agents.
In addition to the free-choice teachings, further training activities aimed at acquiring additional language skills, computer and telematics skills, relational skills, or in any case useful for entering the world of work and facilitating professional choices complete the training path. These activities are aimed at verifying the concrete applicability of the concepts and methods learned in the various teachings.
In the final paper, the student's ability to comprehensively illustrate the debate in the international literature, to formulate a clear, coherent and sustainable research design and to carry it out through the writing of a text of ample size and irreproachable on a formal level is ascertained.
Administration and Public Policy (APP) is designed to train civil servants and specialists capable of assuming high responsibilities and coordinating projects of significant complexity:
- in all branches of public administration;
- in service enterprises and private enterprises in a more general sense;
- in non-profit organisations;
- in public control and auditing authorities;
- in interest representation organisations;
- in consultancy firms.

In particular, APP is preparing to recruit the following professional profiles:
- Specialists and high and medium-high level functionaries/experts in management and control activities in public administration and in private and non-profit organisations working with public ones
- Officers and specialists in the fields of the acquisition of goods and services in the public sector (and thus in public resource accounting and budgeting)
- Officers and specialists in the field of human resources and thus in work organisation, personnel management and development, with particular reference to (but not limited to) the public and non-profit sectors;
- Officers and specialists in the management of complex programmes and projects

All these profiles include those at the highest level of public administrations, following the selection procedures envisaged for access to these positions.
The professions for which the APP degree course prepares perform the functions assigned to them, implementing with autonomy and their own responsibilities the projects, administrative activities and procedures entrusted to them and coordinating with the political-administrative bodies. They also manage the human and instrumental resources entrusted to them, being accountable for the results achieved. They ensure the correct application of the legal, national and supranational rules, both with regard to the population concerned and within the administrations and bodies to which they belong, also in relation to public security activities and the guarantee of legality and transparency.

To these ends, the officers, and the specialists with a Master's degree in APP have the necessary skills to
- address, in full autonomy and responsibility, public issues, appreciating their socio-political, economic-business and legal profiles and having a full understanding of the contexts in which public interventions take place
- analysing and addressing managerial and administrative problems, grasping the interactions between them and with the political-administrative system;
- finding the appropriate resources for public interventions and targeting them to achieve the planned objectives.
The degree program partecipates in Erasmus and Erasmus Placement programs, with a particular focus on french and spanish University.
The student can achieve exams and a part of his/her dissertation.
Course attendance is highly recommended.
Enrolment
The requirements for admission to this master's degree are of three types:
1. a university degree obtained in the classes indicated below
2. for those who have graduated in classes other than those indicated, the skills and knowledge acquired in specific scientific-disciplinary fields
3. for all, the passing of a merit threshold with the degree grade, defined annually by the degree course teaching board.

1. Undergraduates and graduates in the classes listed below (D.M:270/04), as well as in the corresponding classes relating to D.M. 509/99, may be admitted to the Master's degree course in Administration and Public Policy, provided that they also meet the curricular requirements set out in point 3, and after verifying the adequacy of their personal preparation:
- L-16 Administration and Organisation Sciences;
- L-36 Political Science and International Relations
In view of the public administration's interest in having professional profiles capable of combining technical-scientific sectorial competences with managerial competences, the Academic Board may also allow access to graduates in degree classes not included in this list, provided that they meet the requirements indicated in point 2 (disciplinary competences) and, like all those who apply for admission, in point 3.
The Board of Education may also admit
- those holding a four-year degree, or another master's or specialist degree
- those holding a recognised foreign qualification.

In order to facilitate students in the evaluation of their previous career and in the possible choice of courses to be taken, an assistance service has been set up by Prof. Stefano Neri ([email protected]), Prof. Anna Mori ([email protected]) and the students or student tutors of the degree course ([email protected]).

In addition, students must have obtained a language certificate, from among those recognised by the University, of a level of at least B1. Students who are native speakers of English or who have obtained their degree in English are exempt from the language proficiency test.

3. All undergraduates wishing to enter Public Administration and Public Policy must have a solid personal background.
For the Master's degree in Administration and Public Policy, the verification of personal preparation is based on the grades obtained in the previous university curriculum.
In particular, for the 2025-26 academic year, graduates in a Bachelor's or Master's degree from the lists above (or a qualification obtained abroad that is recognised as suitable), with a degree mark of 84/110 or higher, are eligible for the Master's degree.
In relation to the educational objectives of the course, the admission test consists of an interview in which the existence of the requirements of points 1,2,3,4 is verified. The interview takes place before a special Commission (see also, further on, the Operating Instructions, within the section of the Manifesto relating to the Modalities of access to the Master's degree course).
The Commission then proposes to the Academic Board the admission, or non-admission, of each student. Admission requirements must be met by 31 December 2025.

The tuition fees for students enrolled in Bachelor's, Master's and single-cycle degree programmes are divided into two instalments with different calculation methods and payment schedules:

  • The amount of the first instalment is the same for all students
  • The amount of the second instalment varies according to the ISEE University value, the degree programme and the student status (on track / off track for one year or off track for more than a year) 
  • An additional fee is due for online programmes

The University also offers:

  • Diversified tuition fees according to the student's home country for international students with assets/income abroad
