The aim of the cycle of lessons is to provide an in-depth study of the Union's system of competence, with particular reference to the principles governing its exercise, the political control and the judicial review also in relation to protection of fundamental rights. Some specific areas of EU competence will, in addition, be examined. In particular, the Union's competence on migration and asylum, competition and state aid, and environment and health will be analyzed also in relation to protection of fundamental rights. The aim of the course is, also, to highlight the limits and possible evolutionary lines of the current system of vertical division of competences between Member States and the European Union, also in the light of the contribution of the Court of Justice in order to give full effectiveness to the Union's policies.
Mandatory for doctoral students in the 39 cycle of the International and European Law Curriculum , optional for other doctoral students
