Human Resource Management in Public Administration and Non-Profit Organisations

Learning objectives
The course focuses on personnel management techniques to design in relation to how to govern and develop human resources in a manner aligned with the mission and strategies of public and non-profit organizations. It aims to provide students with the ability to read, analyse and interpret personnel management policies and strategies in relation to personnel management systems and practices in public administrations and non-profit organisations.
More precisely, the aim of the course is to develop knowledge about:
1. The methods of human resources management systems adopted in organisations.
2. Analysis of application specificities in the public sector in personnel management.
3. The analysis of application specificities in non-profit companies/ideal motive in human resource management.
At the end of the course, the student will have a precise knowledge of the logic of human resource management in general and of non-market contexts, even with an ability to read them with reference to different possible roles (manager, consultant, etc..).

Expected learning outcomes
· Ability to apply knowledge and understanding: the student will have the ability to orient the setting up of personnel management systems in a methodologically correct manner and consistent with the rules and purposes of the organization.
· Autonomy of judgement: ability to understand the dynamics of personnel management that have a direct impact (positive or conflictual) on interpersonal relations, analysing the points of view of the different actors in a critical way.
· Communication skills: the student will learn the organizational language and develop communication skills useful for negotiating dynamics in different contexts.
· Learning skills: the student will develop the ability to read the dynamics of managing people in public and non-profit organizations in order to interpret them in a manner consistent with the institutional objectives of specific organizations.
· Autonomy of judgement: ability to understand the dynamics of personnel management that have a direct impact (positive or conflictual) on interpersonal relations, analysing the points of view of the different actors in a critical way.
