Learning objectives
The aim of the course is to introduce the student to the fundamental concepts of international law and the European Union, as well as the vocabulary necessary to describe them. International law makes it possible to interpret the relations of States, be they mutual or with other international actors, according to its specific categories (law / obligation /authority), different but complementary to those typical of other sciences, such as politics, history, economy, taught in other courses of the same degree course. In the same time, international law offers the tools to achieve cooperation between States. The European Union is one of the main international organizations and a place of cooperation and integration between European States.
The course provides the student with the basics to deal with the international law related matters of the third year of the course.

Expected learning outcomes
The student is expected to become familiar with the fundamental concepts of international law and the European Union and with the proper technical language necessary to describe them. In such a way, the student will be able to understand the phenomena from the point of view of international and European law and to express the relevant critical assessments.

Course syllabus
The course deals with both Public International Law (first part, module 1 and 2) and European Union Law (second part, module 3 and 4).
As far as International Law is concerned, the following issues will be studied:
- the subjects of International Law: the States; International Organizations, Peoples and the self-determination principle; individuals.
- the sources of International Law: custom and general principles of law; treaties and the rules governing them; codification of customary international law rules; sources envisaged in international treaties.
- the implementation of international rules within national legal systems. The Italian methods of incorporation of international law.
- State responsibility for breaches of international law
As far as European Union Law is concerned, the following issues will be studied:
- the development of European integration
- the institutions of the European Union
- the competences of the European Union, the legal basis of EU acts, the law-making power of the EU institutions
- EU acts and their effects, through the examination of the case-law of the European Court of Justice.
- The sources of EU law and their effects in national legal orders, with particular reference to Italian legal order.
- The competences of the Court of Justice

Assessment methods and Criteria
The oral exam consists of an interview in order to ascertain whether the student has learnt the fundamental concepts of international law and the European Union and if he/she is able to present them with appropriate vocabulary and an adequate critical eye.
During the course, two intermediate written tests are scheduled, halfway through and at the end of the course. The first test aims to ascertain that the student has gained knowledge of the fundamental concepts of international Community law and that he/she is able to present them with appropriate vocabulary and an adequate critical eye. The second test aims to ascertain that the student has acquired the knowledge of the fundamental concepts of European Union law and is able to present them with appropriate vocabulary and an adequate critical eye. The final grade that will be recorded will be given by the average of the marks obtained in the two intermediate tests.

Teaching methods: if the academic authorities decide that it is not possible to provide face-to-face teaching, the lessons will be held on the Microsoft Teams platform, in synchronous mode, at the time assigned to teaching. The materials useful for following the lessons will be uploaded on the Ariel website of the course. The Course Team Access Code is posted on the Ariel Course Site.
Programme and reference material: The programme and reference material will not change.

The evaluation criteria will be the same, whatever the modality - face-to-face or through the MS Teams platform - of the exam.
If the course is to be taught online, at the end of module II and at the end of module IV there will be partial exams, the first relating to International law (modules I and II), the second relating to European Union law (modules III and IV). The final grade will be given by the average of the two grades obtained in the two partial tests. Further and more detailed explanations will be provided on the Ariel website of the course.
