Learning objectives
The learning objectives of the course aim to develop the knowledge on strategic planning, strategic control and performance management in the organizations of the health sector, also with reference to the relationships that can be established between public and private organizations. In particular, students will be introduced to:
concepts, methods and tools related to strategic planning, highlighting both similarities and differences between public healthcare organizations, private healthcare organizations, and other firms in health industry;
concepts, methods and tools for strategic control, applying the frameworks and tools to the different categories of organizations in the health sector;
knowledge on the performance management systems and the application of multidimensional performance systems in healthcare organizations;
concepts and tools for an interpretative view on public-private relations.
knowledge on different typologies of business - government relations and their application in the health sector.
Expected learning outcomes
At the end of the course, the student will be able to:
know the main methods and tools of strategic planning, strategic control and performance management for organizations in the health sector.
apply tools for the analysis of the external and internal environment, for the formulation of strategies and for strategic control.
develop capacity to understand and analyze the performances of organizations in the health sector, also on the basis of the models defined at national and regional level.
build a multidimensional performance dashboard by selecting the assessment dimensions and the indicators.
know the different typologies of business - government relations and their application in the health sector.


Further, through the learning work done with case studies, class discussion, individual and group presentation, assignment on distance, participants will develop autonomy of judgment, self-learning capability, and communication and presentation skills.

The lectures can be held alternately, due to the emergency and regulatory provisions:
· face-to-face in the classroom, with synchronous streaming and asynchronously as they will be recorded and uploaded on the Ariel platform.
· on the Microsoft Teams platform both synchronously (on the basis of the timetable of the third quarter) and asynchronously as they will be recorded and uploaded on the same platform.

Assessment methods and criteria
Written exams can be held alternately, due to the emergency and regulatory provisions:
· in the classroom;
· via computer-based written exam platforms (exam.net + seb + zoom, or moodle + seb + zoom, or moodle + e-proctoring systems).
Group or individual work will be carried out remotely and sent to the instructors. The presentations can be held alternately, due to the emergency and regulatory provisions:
· in the classroom;
· via the Microsoft Teams platform.
Course syllabus
Through the course, the following topics will be presented and discussed:
· The definition of strategies in companies in the health sector
o the main theoretical models of strategic planning
o rational strategic planning: methods and phases
o strategic planning tools for analyzing the external and internal environment
o the formulation of strategies and the characteristics of strategic choices in healthcare
o the implementation of corporate strategies
· Strategic control in companies in the health sector
o Beliefs systems
o Boundary systems
o Interactive control systems and tools
o Diagnostic control systems and tools: the balanced scorecard in healthcare, etc.
· The performance evaluation systems
o the purposes of the performance management systems
o national performance evaluation systems: PNE, LEA, etc.
o analysis and comparison of the main performance evaluation systems that can be used by healthcare organizations
o the choice of performance indicators
· Business-governament relations
o Framework on public-private relations in the health sector.
o Procurement relations in the health sector
o Public-private partnership for the provisioning of health service
o Co-production of health care services
o Public-private partnership for health infrastructure

Teaching methods
o Face-to-face lectures
o Case studies discussions (in-class or in distance)
o Oral presentations of individual/group assignments
o Guest speaker's talks (in-class or in distance)
Teaching Resources
Both attending and non attending students will use:
o a book on strategy and performance management in healthcare organizations (forthcoming before the start of the course);
o the instructors' slides;
o further scientific papers or chapters that will be promptly reported by instructors before or during the course.

Assessment methods and Criteria
Attending Students
· Written exam with multiple choices questions and open-ended questions (grade: 0-30/30) - 70%
· Group assignments (grade: 0-30/30) - 30%
· Class participation and individual assignments (from -1 to +3 points)
The final mark results from a weighted evaluation of written exam and group assignment, plus participation in case discussions and in all class activities. Written exam will be assessed according to the correctness of the contents, to the clarity of the explanation as well as to the capacity of critical analysis.
Non Attending students
· Written exam with multiple choices questions and open-ended questions (grade: 0-30/30) 70%
· Individual assignments on the topics of the course (grade: 0-30/30) - 30%.

The final mark results from a weighted evaluation of written exam and individual assignment. Written exam and individual assignments will be assessed according to the correctness of the contents, to the clarity of the explanation as well as to the capacity of critical analysis.
